A “US backstop” with firm security guarantees is the only path to securing a lasting peace in Ukraine, UK Prime Minister Keir Starmer has declared.
Following three hours of emergency talks in Paris with European leaders, Starmer emphasized that Ukraine’s security is an “existential question” for the safety of the entire continent.
“This is a once-in-a-generation moment for the collective security of our continent,” Starmer stated, urging nations to embrace a “new era” instead of clinging to outdated security frameworks.
His remarks come as the Trump administration moves forward with preliminary peace talks with Russia—without including Europe or Ukraine in the discussions.
Europe Must Step Up as US Shifts Its Stance
Tensions among European allies have escalated following comments from US Defense Secretary Pete Hegseth, who recently suggested that Europe must take greater responsibility for its security.
Starmer acknowledged this shift, stating, “Europe must play its role” in securing Ukraine’s sovereignty and preventing further aggression from Russian President Vladimir Putin.
The prime minister stressed that Britain is willing to commit forces to Ukraine if a lasting peace agreement is reached.

“I’m prepared to consider committing British forces on the ground alongside others,” he said, adding that he will travel to Washington next week to meet with President Trump and discuss key elements of a peace plan.
While Starmer reassured that “the US is not going to leave NATO,” he also made it clear that Europe must increase its defence spending and military capabilities to match the evolving security landscape.
Divisions Among European Leaders Over Troop Deployment
Despite Starmer’s firm stance, European leaders failed to agree on a clear plan for peacekeeping forces in Ukraine. German Chancellor Olaf Scholz dismissed the idea as “completely premature” and criticized the timing of such discussions.
He admitted feeling “a little irritated” by the topic, though he supported increasing defence spending under mutual agreements.
Similarly, Danish Prime Minister Mette Frederiksen expressed openness to security discussions but ruled out immediate troop deployments. Polish Prime Minister Donald Tusk echoed these sentiments, acknowledging that Europe must bolster its own defence but stopping short of committing troops.
European Commission President Ursula von der Leyen, meanwhile, called for a major “surge” in defence spending to reinforce the continent’s military preparedness. As tensions mount and geopolitical dynamics shift, Starmer’s call for a US-backed security strategy is set to be a key topic in upcoming discussions in Washington.
